案件与裁决状态
一项争议进入法院后，文章中的案件通常会处于以下三种状态之一。
当事人提出请求
challenge / appeal一方把争议交给法院，要求法院作出判断；此时法院尚未表态。

法院正在审查
consider / hear / review法院已经开始处理该问题，但文章还没有给出最终答案。

法院作出裁决
rule / hold / decide / issue a ruling法院已经给出判断；裁决还可能包含不同的结果与内部意见。
